Energy Transitions Across Multi-Scalar Governance Levels in Europe is the topic of BOLSTER’s 8th BOLSTER regional policy dialogue. It will take place online in English on Friday, 21 March 2025, from 15:30 – 17:30 CET.
This policy dialogue will explore how energy transition policies cascade through different governance levels in Europe. By examining the interplay between EU Commission directives, national strategies, regional coordination, and local implementation, the policy dialogue will probe policy effectiveness and its real-world impact. By examining these intersecting levels, the workshop aims to bridge policy gaps, share best practices, and inspire collaborative approaches that align the diverse governance frameworks across Europe. Special attention will be given to community-level outcomes and who benefits from EU policies within the urban context.
The dialogue’s objectives are two-fold. First, it aims to identify the strengths, weaknesses, challenges, and opportunities within current Just Transition project calls and stakeholder engagement efforts. Second, it aims to highlight best practices from various regions, offering actionable strategies for local authorities, NGOs, trade unions, and citizens to support marginalised communities and grassroots initiatives throughout the Just Transition process.
