About the Just Transition Cluster
The Just Transition Cluster (JTC) is an initiative dedicated to advancing the cause of just transitions in Europe. Established in 2023, the cluster brings together three prominent European projects: AdJUST, BOLSTER and TANDEM.
The motivation behind the creation of the JTC stems from the recognition of the need for knowledge sharing and collaboration among the three projects to enhance their respective activities towards a fair and equitable transition. Within this context, this cooperative effort aims to:
- Discuss technical information: Facilitate discussions to enhance research outputs to support Just Transition policies and activities.
- Explore synergies: Identify opportunities for collaboration among partners from different consortiums and related stakeholders.
- Implement an integrated collaborative approach: With the creation of this knowledge network, we are working towards the European Commission’s aim of encouraging integrated collaboration between Horizon Europe projects.
- Amplify our reach: Enhance the impact of communication and dissemination activities by creating synergies between the communication teams of the different projects.
- Foster a JT Innovation Ecosystem: Facilitate communication, dissemination of results, and the uptake of collaborative opportunities among JT stakeholders, particularly through our online community, the Just Transition Helix.
AdJUST is dedicated to achieving a step change in societal understanding of the distributive repercussions of the transition to climate neutrality. Its primary objective is to identify effective policy interventions to accompany climate action, ensuring that no one is left behind in Europe’s transition to a climate-resilient society.
The project utilizes state-of-the-art economic assessment tools, statistical analysis, and research from various disciplines to address the challenges of just transition. It produces actionable policy recommendations to manage competitiveness and distributional trade-offs associated with the transition across Europe.

BOLSTER has the objective to understand how marginalized communities are affected by the European Green Deal (EGD) and related policies. It aims to deliver new scientific evidence on decarbonization transition strategies and their intersection with various dimensions of inequality, such as gender, race, age, and class.
BOLSTER will conceptualize the principle of leaving no one behind by developing participatory governance models and transition guidelines based on climate justice and gender equality. The project will launch action research in ten European regions, fostering a more just transition.

The project’s primary goal is to develop a methodology that engages potentially affected citizens, public authorities, the private sector, and other stakeholders in the creation and implementation of inclusive and just transition pathways.
TANDEM aims to gather diverse perspectives and narratives on just transition policies and guide a systemic impact assessment, ultimately co-designing socially equitable and effective alternative transition pathways. The project’s innovative approach seeks to bridge the gap between climate action and social justice, ensuring that no one is left behind during the transition to a sustainable future.
